Not quite sure what you mean by a bubble, but there are certainly LOTS of folks trying to make a buck off education these days. But it is just insane how good school districts are at wasting money, even when they haven't got half enough. They do things like spending twice as much per laptop as they should, and then not allowing for any getting stolen.
