Yes, paid for by bonds against Reedy Creek. Based on previous reading, I understand this to mean that the local taxing authority (Reedy Creek, tiny population, hand picked by the Walt Disney Co) voted to issue bonds to pay for road construction to eliminate left turns for safety reasons, in part because of negative interactions between cars and buses. Reedy Creek has to collect taxes. Reedy Creek tax spending is determined by its voters. But in the end, Disney controls the voters, and Disney pays the taxes, so Disney is paying for the road construction.
Interesting comments in there about other development in and near Reedy Creek, notably, they had planned for 2 Disney Springs parking garages and are actually building 3.

Comforting to hear that the ride vehicle is NOT recycled from GMR, even tho both were / are trackless.
Next up: Skyliners project, Riviera project, restaurant at Riviera, and rumors about Universal Orlando development (this article mentions another resort going up at UO, but I’ve also heard maybe another gate).
Riviera is a new DVC construction associated with Caribbean Beach. It is supposed to have a fancy restaurant at the top, which I find amazing, because DVC resorts rarely have in-building restaurants of any significance (pace Sanaa at Kidani Village, and OKW’s restaurants). Caribbean Beach Resort is the hub of the new gondola transportation system, which probably explains why Riviera gets a spiffy new place to eat.

Speedway, Carousel of Progress unaffected — going into brand new space. We own at BLT, and the view of Tomorrowland from BLT is _awesome_ already (AstroOrbiter looks super cool at night, but so does Space Mountain). Adding Tron to this view should be amaze balls.
Guardians of the Galaxy supposed to be a long enclosed coaster and family oriented with a new ride system.
